David is a Director in WT’s Leeds office and serves as the key account manager for WT’s long‑standing relationship with the Ministry of Justice.
A Chartered Quantity Surveyor with over 30 years of experience across the UK, Europe and New Zealand, he has delivered cost management services for a wide range of both public and private sector clients.
David’s experience spans major infrastructure programmes, healthcare facilities, hotel and leisure refurbishments, and a broad portfolio of capital investment schemes. Over the last decade, he has developed a specialist focus in the custodial sector, particularly in new‑build prisons. His expertise includes collaborative procurement, pricing strategy, risk management, DFMA/MMC, supply chain development and innovation across all stages of the project lifecycle.
Alongside his project leadership responsibilities, David is committed to ensuring consistency, cost certainty and predictable outcomes for clients. He leads with a focus on quality, collaboration and continuous improvement across every programme he supports.
David is also passionate about developing emerging talent within the profession. He mentors WT apprentices and is dedicated to ensuring the next generation receives the same level of guidance and support that shaped his own early career.
