WT was appointed to the University of Leeds Cost Management Framework to develop a procurement solution that enabled the efficient delivery of estate maintenance, refurbishment, and upgrade projects through a streamlined contractor framework.
Working closely with the University’s Estates Department, WT helped establish a robust and efficient framework structure that provided access to a pool of pre-qualified contractors operating on agreed rates and overhead and profit allowances. The framework was designed to facilitate the rapid procurement of works while ensuring value for money, quality, and compliance.
To support the effective management of future projects, anticipated works were categorised into value-based lots, allowing commissions to be targeted to the most appropriate contractors based on capability, capacity, and commercial competitiveness. Throughout the framework term, individual projects could then be procured through mini-competitions, ensuring continued market testing and best value.
WT engaged extensively with the client team through workshops and stakeholder meetings to define the framework requirements and procurement objectives. We subsequently developed the procurement strategy and prepared the full suite of tender documentation required to deliver a compliant and competitive framework procurement.
